Various Dalit intellectuals today are not working against upper caste intellectuals but they are working on how to make subcategorisation ineffective:
[1] One of them suggested that an additional quota for poor SC/ST can be introduced in EWS?
Hon'ble Supreme court has held that EWS is not applicable for SC,ST,OBCs. They want this amendment to be done so that their share remains constant.
But nobody answered on how a Madiga kid who was not able to compete earlier with Mala kid will be able to compete with Brahmin kid in EWS category.
[2] Another suggestion is that creamy layer and subcategorisation will go together. That is creamy layer has to be implemented for subcategorisation to become operational
This has already been clarified in the judgement and even by central government that they are two different issues and there is no point mixing both up. Union government is clearly not in favor of implementing creamy layer as per various press reports. However if empirical data shows monopolization of services by one caste, subcategorisation is the only solution.
Creamy layer cannot be implemented and will not be implemented
[3] There is no data to do subcategorisation.
The issue involved is in Andra and Karnataka. In both these places more than 3 to 4 commissions have collected data. Also 10 years SC census data is also available. Data is not the issue. I have already published empirical data for Mala and Madiga in Andra. It clearly shows monopolization of services. So subcategorisation is the only option.
[4] Only Union government should do
Supreme court is clear that states have the power to do.This is just a delay tactics
[5] Subcategorization will result in Dalit disunity
Various studies now clearly show that section of Dalits are exteremely poor and need special support. Uplifting them by subcategorisation will not affect dalit unity since the larger distributive justice is met.
[6] Subcategorization affects rosters
Rosters affect with or without subcategorization. This can be handled scientifically by studying the impact of rosters on subcategorisation. The roster points should be kept at an aggregate level and only the points should be changed or even a prefernce model can be done.
[7] Subcategorisation is not beneficial
Various studies now show that subcategorisation leads to better representation of marginalized sections who were not earlier not represented. This is the best model available.
